General Summary

Montenero Consulting Limited (MCL) partners with governments, donors, NGOs and other firms to provide the best possible technical advice and operational support for developing and fragile countries. MCL works on core DFID programming Conflict, Stability, Security Fund (CSSF) projects, both directly and through the innovative Montenero Development Hub, which provides an array of technical and operational support to small contractors.  

The monitoring and evaluation (M&E) technical manager will support the design and delivery of the M&E and research strategy for MCL and may from time to time be assigned to specific client contracts. The manager will be responsible for understanding and engaging with HMG approaches, preferences and procurement methods for technical work concerning M&E and research topics in international development. A particular focus will be on the application of change-based approaches to M&E, building on outcome mapping and outcome harvesting. The manager will also be expected to package M&E and research findings and analysis into effective uptake products, backed by effective communication strategies.

Principal Duties and Responsibilities (Essential)

Knowledge and Relationship Management

  • Supports MCL’s understanding of current, past and emerging technical approaches to M&E and research programming in international development, as applied by UK donors and UK-funded programmes. Contributes to development of technical M&E and research strategy.
  • Detailed knowledge of current thinking on M&E in conflict and unstable environments, including data capture, verification and validation, and development of appropriate survey tools and analytical frameworks.
  • Manage firm knowledge concerning UK-related sector-specific information and data including the organisation of the relevant client files, MEL data, CRM contribution and other soft and hard-copy documents.
  • Engage and build relationships with clients, partners, consultants, academics, think tanks, innovators and other technically relevant stakeholders relevant to the UK market – to promote knowledge and awareness of MCL’s approaches and results, and to generate a database of potential resources for MCL to work with in the design and delivery of technical products and new business efforts.
  • Capture information on leading industry thinking and best practices through participation in associations, communities of practice, and industry events. Establish professional connections with MCL partners to facilitate the flow of technical information for application to development challenges.

Business Development

  • Support new business development for UK-based, and other donor programming in assigned technical sector by providing technical input and guidance to proposal teams to develop strategies and activities, prepare theories of change and results frameworks.
  • Serves in direct line roles for capture and proposal development in multiple technical sectors and regions, including but not limited to technical writing, technical reviewer and researcher, subs liaison and commercial preparation.

Programme Support

  • Supports and develops technical products and outputs to build MCL’s M&E and research reputation in the UK market, including partner, competitor and donor analyses, MCL’s technical methodologies, designing unsolicited proposals and concept notes and public communication materials.
  • Supports the supervision of quality delivery of M&E and research technical programming for current projects. This includes supporting milestone activities, results reporting and learning activities and client, stakeholder and beneficiary reporting.  This may involve working in a range of conflict/ stabilisation environments including in the Middle East/North Africa, Horn of Africa and South Asia.

Required Qualifications, Skills and Experience

Technical requirements

  • Degree in a relevant discipline, preferably with a focus on research methods.
  • At least three years’ experience in M&E and related work, preferably in Middle East stabilisation environments or similar.
  • Business proficiency in one of French, Spanish or Arabic. Knowledge of the other languages, highly desirable.
  • Experience of living and working in the Middle East/North Africa is highly desirable.

Physical Requirements

  • Regular attendance and availability during normal business hours.
  • Deployment capable to hostile environments. This includes the ability to complete Hostile Environment Awareness Training (HEAT) or equivalent and may require a pre-deployment medical.
